How to Choose a Freight Broker for Canada–USA Cross-Border Shipments

If your current broker keeps missing pickup windows or cross-border loads stall at the border, this checklist shows what to verify before you switch.

Why cross-border freight goes wrong

Cross-border loads depend on more than a truck showing up. Documents have to match the freight, the carrier has to be qualified for the lane, and someone has to own communication when something changes. Missed pickup windows usually trace back to one of three causes: thin carrier coverage on the lane, late confirmation of the booking, or documents that are not ready when the driver arrives.

What to verify before you book

  • Operating authority: confirm the carrier holds active operating authority for the jurisdictions it will run (for example MC/USDOT in the US and the applicable provincial authority in Canada).
  • Insurance: ask for current certificates and confirm the cargo and liability limits fit the value of your freight.
  • Lane experience: ask how often the broker moves freight on your specific origin–destination pair, and how it picks the border crossing.
  • Pickup confirmation: ask how and when pickup windows are confirmed, and what the broker does when a carrier cancels.
  • Visibility: ask what tracking is available (links, check calls, ETAs) and how exceptions are communicated.

Customs terms in plain language

  • Commercial invoice: commonly required for cross-border commercial shipments. Your customs broker should confirm exactly what your goods need.
  • ACE (US) and ACI (Canada): the advance electronic cargo filings used by US and Canadian border authorities. The party responsible depends on the shipment, so confirm it before booking.
  • PARS: the Pre-Arrival Review System, which lets eligible Canadian imports be reviewed before the truck reaches the border.
  • CUSMA: preferential tariff treatment depends on rules of origin and supporting documentation.
  • Duties and taxes: who pays depends on the sale terms and importer arrangements. Confirm with your customs broker and trading partner.
  • Clearance is decided by the authorities. A broker can coordinate transportation and documents but cannot guarantee release or inspection outcomes.

Questions to ask any broker

  • Which carriers would move my lane, and how are they qualified?
  • What happens if the carrier cancels the day before pickup?
  • Who handles customs coordination and how do we confirm documents are complete?
  • How will I know if the truck is running late, and who will tell me?
  • How are accessorials such as detention, layover and lumper fees handled and approved?
  • What records can you provide after delivery (POD, BOL, temperature logs if relevant)?
  • How are cargo claims reported and handled?
